Yes but preferable after 2 weeks to let your hair heal first. Perming, on the other hand, is not recommended. If you'd like to bleach your hair, you may consider to do hair perm first. It would be better to have a prior consultation due to different hair condition.
Yes, you can do Cinderella Treatment after perming. Anyway, prior consultation is recommended.
